I think it means;

As soon as they agree on something, they start to disagree to each other. I think it is a cynical comment on the nature of human beings.

제 생각엔 뭔가 사람들이나 나라들 사이에 의견 불일치가 가장 먼저 나타나는 것이 아마도 “동의”를 얻어내는 것이다라는 뜻이 아닐까요. “동의서”를 이끌어 내려 하지만 동의를 얻어내는 것이 가장 힘든 일이라는… 아이러니한 상황을 얘기하는 듯.^^
