If you still have HR contact info, pls write a cover letter-

the most convincing cover letter they never have received before why

they have to hire you- and try it again.

Everybody has a different personality, so even you couldn’t make it

from the dept manager that you were interviewed that doesn’t mean other manager has the same point of view or interprets the same way as the first manager that you were interviewed.

Go for it and be confident if you get the chance to interview.

Your English may not fluent, but when you speak clearly,

they aren’t going to have a problem with your English.
