JOB TITLE: Network Systems Engineer
DEPARTMENT: Telecommunications
REPORTS TO: Dan Nelson
SALARY: Commensurate with experience
SCOPE and MAJOR RESPONSIBILITIES:
Plan, manage, operate, and maintain VELCO’s telecommunication networks and related interfaces that provide corporate and critical communication services to VELCO and distribution utilities.
1. Apply in-depth and diversified knowledge of telecommunication engineering practices and standards in network design and operation.
2. Plan and design serial and switched data communication networks with strengths in Ethernet, and carrier class network services.
3. Organize, plan, maintain and monitor VELCO’s emerging SONET, DWDM fiber and other telecommunication systems.
4. Develop policies and practices conforming to industry standards to test and certify equipment commissioning, maintenance, and operation.
5. Develop practices and procedures for routine and emergency maintenance and network performance management and analysis.
6. Manage new and repair service requests.
7. Provide engineering and technical support to field personnel.
8. Create and maintain preventative and corrective maintenance programs for communication infrastructures.
9. Monitor capacity and recommend to management network upgrades and budget requirements.
10. Operate and maintain TDM digital cross connect systems in a multivendor environment and a Network Operating Center monitoring TDM and Carrier Ethernet networks using SNMP monitoring tools.
11. Analyze and optimize network configurations.
12. Develop scripting to automate performance monitoring procedures and schedule predictive maintenance.
13. Monitor and conduct trend analysis for Telecommunications networks to proactively identify performance issues ensuring highest availability of critical networks.
14. Plan complex communication networks providing IP and serial communications in a critical infrastructure environment.
15. Design new installations, field changes, and maintain the equipment and operation of the fiber optic multiplexers, microwave systems, channel bank equipment, leased data communication links, structured wiring systems and telephone protection equipment.
16. Maintain voice and data networks carrying critical communications and advanced infrastructure.
17. Monitor and manage end to end Networks from a physical interface through transport systems of various types (optical, copper, wireless).
18. Perform other duties as assigned.
EDUCATION and EXPERIENCE REQUIREMENTS:
A Bachelor’s degree in Electrical Engineering, Telecommunications or Networking, or the combination of an Associate’s degree in the same with at least 4-7 years of experience, is required. Proficiency planning, designing, implementing and managing TDM and Statistical (IP) networking with consideration of traffic loading and bandwidth allocation are essential. Demonstrated

experience with network security, firewalling, related protocol analysis and SNMP is desirable. CCNA or CCNP certifications are a plus. This role requires strong written and verbal communication skills and a self-motivated individual.
