    Essential Duties & Responsibilities
    Includes the following. Other duties may be assigned.

    Application Development Area:

    · Deploy and maintain the new Logician/Centricity EMR system and Physician/Patient portal. This is the top priority project for 2011. Experience in Logician/Centricity is required.

    · Deploy and maintain the new Cerner Pharmacy system.

    · Work closely with the director of data management to successfully develop and implement the plan for HIPAA 5010 and ICD 10 compliance on EMR system, Pharmacy system, and Claim system. This is one of the top priorities for 2001 and 2012. Experience in HIPAA 5010 and/or ICD 10 is a big plus.

    · Working with the manager of IT Strategy/Operations, Process & Project Management team and business departments, create and implement a strategy and plan for SAP ERP system, and deploy and maintain the ERP system.

    · Working with relevant IT managers and business departments, create, and implement a strategy and plan for new Managed Care Health Plan system.

    · Working with relevant IT managers and business departments, create and implement a strategy and plan for Document Management system

    · Working with relevant IT managers and business departments, create and implement a strategy and plan for Corporate Portal Websites.

    · Working with relevant IT managers and business departments, implement and support the new Salesforce.com CRM system and marketing asset management system.

    · Responsible to define and prioritize IT application portfolio of projects providing the CIO and other IT managers with critical insight to develop and monitor the IT strategic roadmap on application portfolio progress.

    · Instill best practices for applications development and enhancement projects, create detailed business requirements document and technical specification documents, and assure technical designs meet business requirements, and deliver high-quality work on tight schedules.

    · Work closely with the Associate IT Director of IT Process and Project Management to define, select and architect a world class CMMI (Capability Maturity Model Integration) and standardized ADLC (Application Development Lifecycle) management process that requires significant cross component coordination

    · Work closely with the manager of IT Strategy/Operations to design and apply a standardized RFI (Request for Information) / RFP (Request for Proposal) management process to meet business objectives on cost effective vendor evaluation/selection for large-scale IT projects

    · Providing oversight to the scoping, planning, execution and monitoring activities of Project Managers, and ensure the IT project portfolio is on schedule and on budget.

    · Overseeing IT performance metrics and projections, and monitor key IT program metrics such as cost, schedule and quality indicator.

    · Work closely with IT Process and Project Management team to architect and develop the best technical design and approach.

    Application Maintenance and Support Area:

    · Reduce overall number of severity 1 or 2 incidents related to all Tier 1 applications by 10% in 2011

    · Lead and deploy the best of breed IT applications services tools for requirements gathering, testing/quality assurance and configuration management

    · Providing oversight to IT demand and resource management regarding resource forecasts, mobility of resources, open IT needs, and immediate resource demands.

    · Manage departmental resources, staffing, mentoring, and enhancing and maintaining a best-of-class application services team.

    · Build and maintain an in-depth understanding of process and products across the business applications, and establish strong working relationships with functional business counterparts and vendors.

    · Work closely with End user support team and IT service management team to resolve major incidents and provide in depth analysis on the root cause of the incident.

    Testing and Quality Assurance Area:

    · Working with the manager of Testing & QA, deploy Lifecycle Testing management process

    · Working with the manager of Testing & QA, Quality Assurance, deploy and maintain Configuration Management and Version Control management process

    · Working with the manager of Testing & QA, oversee Supervise the manager of Testing & QA and ensure the manager to complete the following key tasks:

    o IT Tool Deployment and Maintenance (e.g., PM/PMO, Requirements Gathering, Testing, Version Control, etc)

    o Manage and develop team members completing complex and strategic quality control projects.

    o Responsible for all aspects of managing testing of the highly complex business application programs.

    o Responsible for creating Testing related stored procedures and other documents.

    o Plan and prepare test strategy and plans based on project timelines.

    o Lead and work with the developers and SME (Subject Matter Expert)s to create meaningful test data.

    o Lead and work with the Database Analysts to set up the Test Environment.

    o Lead and prepare Test Cases and Test Scripts and Traceability between Requirements to Test Cases/Scripts.

    o Lead and create a process for sharing defects with the developers and Subject Matter Experts.

    o Lead and execute Test Cases/Scripts and analyze results using statistical quality control tools.

    o Coordinate with the testers and developers resolving the testing defects.

    o Lead causal Analysis of defects using statistical techniques.

    o Lead preparation of Test Summary Report/Validation Report.

    o Lead cross-functional corporate initiatives that support global Testing and Quality Assurance processes.

    o Act as a liaison for other operational departments to research and resolve issues related to Testing and/or Quality Assurance

    General duties:

    · Organize, lead, motivate and develop a professional team of managers and staff within Applications team.

    · Establish quality performance and operational performance metrics and the means to measure these metrics. Produce and maintain a dashboard presentation of these metrics for monitoring and management.

    · Contribute to the strategic plan through innovative ideas on how to improve support processes while reducing costs.

    · Identify and/or implement cost savings opportunities throughout the Applications service department.

    · Manage budgets for all teams under Applications service management.

    · 75% of position will be managerial, 25% hands on working with team.

    · Soft skills are going to be an absolute make or break for position; must be able to lead and work side-by-side with a team of 3 direct report managers.

    · Must be proactive with team building and leading a team.

    · Report to, and consult with, CIO on operations/project status and strategies

    · Requires a travel across US and Global locations as a need basis

    Participation in AHF Meetings/Committees

    Attends Business meetings and IT management meetings.

    Supervisory Responsibilities

    Provide formal supervision to three managers and individual employees within the Applications Service Management group.

    Qualifications

    · Bachelors / University degree in related field or equivalent work experience required. Master’s degree in Computer Science, Information Systems or MBA a plus

    · Minimum 15 years experience in Information Technology (IT) industry with at least 10 years of IT Application Services Management functions. 5 years of people management experience a big plus

    · Leadership experience in a complex, multi-cultural, matrix management organization

    · Must have Healthcare and/or insurance industry experience.

    · Familiarity with Project Management principles, PMP is required within one year of job appointment

    · Certificate in MCSE, MCSD, MCDBA, Java/J2EE and/or SOA a big plus

    · Experience in CMMI certification a big plus

    · Certificate in Testing and/or Quality Assurance a big plus

    · Strong ITSM background required – ITIL Foundation Certificate a plus

    · HIPPA Compliance experience a plus

    · Global market experience a plus
