Under administrative direction, is responsible for overseeing the development, implementation and maintenance of a comprehensive County-wide Geographic Information System (GIS) program. Coordinates, oversees and is responsible for the planning, implementation and maintenance of GIS projects throughout Bexar County Offices and Departments including coordination with outside agencies (e.g., managing and administering Inter-local Agreement with the City of San Antonio) with emphasis on sharing data. Acts as project leader, technical advisor, and advocate of further development; implements an integrated, agency-wide GIS by maintaining extensive contact with other professionals within Bexar County establishing/supporting an agency-wide GIS Steering Committee and Users Group. Leads or serves on technical advisory committees, reviews consultant reports, and assists in project scoping as needed for GIS related projects. Oversees/monitors the County-wide GIS database design, construction, operation, security and integrity, maintenance and backups, activity logs and organized documentation files; develops and enforces County-wide GIS data architecture, format and exchange standards. Develops annual and long term County GIS projects and related strategies; (e.g., prepares requests for proposal, solicits and reviews bids for GIS services, recommends awards to Commissioners Court and monitors services for contract compliance; researches, writes and administers grants related to GIS projects, etc.). Administers GIS budget, authorizes expenditures and ensures cost effective operations. Manages development of GIS software applications within Bexar County, involving configuring, designing developing, testing, documenting applications, training users and resolving problems as needed. Advises County officials on complex spatial information analysis and geographic interpretations. Develops and supports GIS and GPS data-capture activities among the lines of County business and provides GIS products and technical support to internal and external customers. Investigates and recommends GIS software, hardware and networking options and alternatives, including recommendations for funding. Develops and implements an effective GIS training program for Bexar County staff at various levels of expertise, educating staff and management on GIS capabilities and opportunities. Supervises, trains and evaluates GIS Analyst and support staff. Performs other relevant duties as assigned.
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a Bachelor.s Degree in GIS, Geography, Engineering, Computer Science or a closely related field, and six (6) years professional-level experience in the design, development, implementation and administration of geographic information systems, including project management and oversight; or an equivalent combination of education and experience.
Must secure and maintain a favorable background investigation from the Bexar County Sheriff.s Office.
Must have valid driver.s license, motor vehicle liability insurance and personal injury insurance. Requires expert knowledge of GIS principles, practices, capabilities and limitations with proficiency in GIS related software (e.g., Arc/Info, ArcSDE, ArcIMS, other ESRI Extensions and software. etc.); comprehensive knowledge of related ESRI programming tools and languages; familiarity with Oracle or other enterprise-level relational database systems design, development, administration, tuning, and backup principles and their relationship to GIS; knowledge of GIS data architecture design and modeling practices, GIS client-server hardware, software and network configuration, project management and control; and knowledge of statistical and spatial analysis, data interoperability, geo-processing, 3D visualization and multi-editor practices, basic cartography methodologies and GPS equipment and operations.
Requires skill in computer needs assessment, development and implementation; skill in communicating effectively, both verbally and in writing; and skill to operate all computer equipment; skill in communicating technical information to individuals with varying levels of computer literacy.
Requires ability to supervise employees; and ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations, service providers and the general public.
Physical requirements include occasional lifting/carrying of 10 lbs.; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment. Subject to sitting, standing, walking and reaching to perform the essential functions. Working conditions are primarily in an office environment.
Required to be on call 24 hours a day. May be required to work more than 40 hours during the workweek.
