    Collective
    Bargaining Unit (Union):    This position is in the collective
    bargaining unit represented by The American Federation of State, County,
    and Municipal Employees, District Council 20, AFL-CIO, Local 2401 and
    you may be required to pay an agency service fee through direct payroll
    deduction.

    Duties

    Brief
    Description of Duties:   These positions are located in various
    offices, units and/or procurement services bureaus within the Office of
    Contracting and Procurement (OCP).   The incumbent is responsible for
    pre-award and post award functions involving specialized procurements
    and other procurement actions.  Develops the solicitation using
    specialized  procurements and other assigned actions.  Develops
    procurement objectives, statements of work, terms and conditions, plans 
    and contractual strategies for the acquisition program.  The incumbent
    serves as advisor to program officials in procurement planning
    meetings.  Prepares and maintains appropriate milestone charts and
    related compliance documents and schedules.  Analyzes and reviews the
    procurement process assuring proper procedures are followed.  Recommends
    procedural changes  which will improve procurement activities. 
    Prepares determination of findings and other related contracting and
    procurement documents for review an approval by the Contracting Officer.

    Qualifications

    Education
    Requirement: A four (4) year course of study leading to a bachelor’s
    degree with a major in any field or at least 24 semester hours in any
    combination of the following fields; accounting, business, finance ,
    law, contracts, purchasing, economics, industrial management, marketing,
    quantitative methods, or organization and management.

    Time-in-Grade Restrictions:   Time in grade restrictions must be met by the closing date of this vacancy announcement.

    Substitution
    of Education:   A substitution of education for required experience
    will be allowed as defined in OPM’s Qualification Standards.  However,
    in order to receive credit, applicants must submit official proof of
    educational attainment at the time of application.

    Specialized
    Experience:   Experience that equipped the applicant with the
    particular knowledge, skills, and abilities to perform successfully the
    duties of the position, and that is typically in or related to the work
    of the position to be filled. To be creditable, at least one (1) year of
    specialized experience must have been equivalent to at least the next
    lower grade level in the normal line of progression for the occupation
    in the organization.

    such as cost estimating evaluation of a contractor’s proposal and
    preparation of a pre-negotiation package.Please briefly explain your
    experience developing  bid solicitations. Please include specific
    examples such as:

    a) developing a statement of work

    b) developing contractor performance  meaurements or small purchasing  arrangements

    c) procedures and practices

    Ranking Factor #2:    Please briefly describe your experience with automated procurement support systems.

    Factor #3:   Describe your experience providing technical
    advice/guidance or ad hoc training. Please include specific examples,
    such as:

    a) preparation of acquisition plans

    b) conducting market place analysis

    Ranking Factor #4:    Briefly explain your experience with contracting methods, contract types, and acquisition planning.

    Ranking Factor #5:    Excellent ability to communicate clearly, both orally and in writing.

    Conditions of Employment

    Physical Effort:   The work is sedentary, but there could be some walking required during visits to contractors’ facilities.

    Working
    Conditions:   The work is performed in an office setting.  Fieldwork is
    also required; the incumbent must be able to work with clients all over
    the city.

    Other
    Significant Factors:   An employee serving under a term appointment
    shall not acquire permanent status on the basis of the term appointment,
    and shall not be converted to a regular Career Service appointment
    without further competition, unless eligible for reinstatement.

    Priority Consideration

    Displaced
    Employee Priority Placement:   Eligibles for the District of Columbia’s
    Displaced Employee Program (DEP) and Agency Reemployment Priority
    Placement Program (ARPP) will be given priority consideration for this
    position if found qualified.

    Benefits:   Selectee will be eligible for health and life insurance,
    annual (vacation) and sick leave and will be covered under the District
    of Columbia government’s retirement plan.  However, if selectee was
    previously employed in the District of Columbia government under an
    appointment for which he/she was eligible for Civil Service Retirement
    (CSR), contributions to CSR will resume upon re-employment.

    Residency Preference

    A
    person applying for a position in the Career Service, Educational
    Service, Management Supervisory Service, an attorney position in the
    Legal Service (series 905) other than in the Senior Executive Attorney
    Service (SEAS), who is a bona fide District resident AT THE TIME OF
    APPLICATION for the position, may be awarded a 10-point residency
    preference over non-District applicants, unless the person declines the
    preference points.  If selected, the person shall be required to present
    no less than 8 proofs of bona fide District residency and maintain such
    residency for 7 consecutive years from the effective date of the
    appointment.  Failure to maintain bona fide District residency for the
    7-year period will result in forfeiture of employment.
